We probe the verification challenges and risks that have arisen, how (and why) to adopt a strategic implementation and progress approach, and how to maximise each element of B-BBEE for impact and value-add.

The modules

The Broad-Based Black Economic Empowerment (B-BBEE) Strategy of South Africa was published as a forerunner to the B-BBEE Act, No. 53 of 2003. After its inception, the DTIC gazetted the Black Economic Empowerment (BEE) Codes of Good Practice, culminating in several Transformation Sector Charters that were introduced for purposes of compliance in line with the B-BBEE Act.

The central objective of the Act is to advance economic transformation and enhance the economic participation of the previously disadvantaged Black South Africans. Available evidence argues that since its inception, B-BBEE has played a pivotal role in redressing historical disparities and promoting inclusivity in various sectors of the economy.

Course content and outcomes

At the conclusion of this course the delegate should:

  • Understand related legislation and how it fits into B-BBEE.
  • Understand the concepts quantitative and transactional bias versus transformational bias;
  • Integrate EE into business objectives, strategy, policies, and practices;
  • Identify challenges of organisational transformation;
  • Achieve a positive scorecard rating that rewards and recognises effort and progress;
  • Know the latest B-BBEE developments, verification challenges and risks that have arisen;
  • Focus on implementation and progress as opposed to verification;
  • Adopt a strategic approach to B-BBEE;
  • Maximise each element of B-BBEE and associated ratings with focus and value-add in terms of :
    • Equity ownership
    • Management control
    • Skills development
    • Enterprise and supplier development
    • Socio-economic development
    • EE compliance certificate
